Revenue Maha Abhiyan has been started in the state from January 15 to February 29 with the aim of quick disposal of revenue cases and correcting errors in revenue records.

The objective of the mega-campaign is to resolve the cases pending in the Revenue Courts (RCMS) within the time limit - transfer, partition, demarcation, correction of records, etc., registering new revenue cases on RCMS, updating the map, saturation of PMKISAAN and basis of overall To solve the revenue related problems of the common people including e-KYC and linking of Khasra with Samagra/Aadhaar.

Sagar Collector issued guidelines to all revenue officers and revenue personnel regarding the work to be done during the mega-campaign in the district. He said to complete everything and report daily.

Activities included during Revenue Maha Abhiyan

  Reading of Revenue Records: Patwari will read Khasra, B-1 in the village as per pre-determined time table. This process will be completed in 7 days.

  The facility of conducting e-KYC of Aadhaar in Samagra through Samagra e-KYC and linking of measles to Samagra, Samagra web portal, kiosks of MPONLINE/CSC will be available free of cost to the citizens, and the prescribed amount for this will be deposited in the kiosks of the respective MPONLINE/CSC. Will be provided by the department through MPSEDC.

All account holders and their family members should be motivated to do E-KYC on time. A utility has been developed to link land parcels over time.

Register the case on RCMS

Under the grand campaign, revenue related cases should be registered in RCMS. For the convenience of citizens, apart from the Public Service Center, cases can now be registered on RCMS through MPONLINE and CSC kiosks.

Resolution of pending cases on RCMS within time limit:

The pending cases which have crossed the deadline as of 31st December 2023 should be identified by the revenue officers, and the cases of transfer, partition and record correction should be resolved by holding regular hearings in the court.

Old cases should be resolved on priority. It should be ensured that 100 percent of the cases pending for more than 6 months (registered till 30 June 23) are resolved during the campaign period. Also, resolution of undisputed cases received during the campaign.

This should be ensured during the campaign period. The mutation received is undisputed.

In such a situation, it should be resolved within the time limit of 1 month, and if the issue related to partition is undisputed, it should be resolved within the time limit of three months, along with this a certificate should be sent that the implementation of all the resolved cases has been ensured in the records. 

Succession Transfer:

There are many landowners in the records who have died a long time ago but the case of transfer of name has not been registered in favor of their heirs. Under the mega-campaign, cases of transfer of succession are to be registered and resolved and a certificate should be sent by 29 February 2024 that all such undisputed transfers of name till 31 December 2023 have been resolved and implemented in the records.

Demarcation:

Revenue officers should identify such pending cases which have crossed the time limit as of December 31, 2023 and the process of demarcating the cases should be completed during the campaign.

There is no link established in the danger and map of some villages and the maps being made available to the citizens are not completely accurate. Farmers have to face many problems related to measles and lack of uniformity in maps. The following action should be taken in this regard

Having Batakan in Khasra but not in the map: Change of name. If on the basis of the distribution order, division has been made in Khasra, but it has not been implemented on the revised map, then this type of error appears in the map. 

This type of error can be rectified by the Patwari and Tehsildar through the Map Rectification module on the Bhulekh portal as per the Khasra gradation list available in the village map. 

At present, this type of rectification is not being done. A large number of cases are pending and this should be rectified on top priority basis.

1. Khasra number occurring more than once:

Two parcels on the maps have the same Khasra number recorded on them, whereas each parcel in the map must have a unique Khasra number recorded on it. 

This type of error causes problem in Khasra and map linking and the computer is not able to find out which Khasra number is being repeated. 

Correction of this type of error should be done by Patwari and Tehsildar through “Map Number/Attribute Update” module on Bhulekh portal.

Having markings on the map and not having them in Khasra:


If a khasra number is registered in the map but the original number is being displayed in the khasra, then the number recorded in the map can be merged and converted into the original number as per the khasra. Correction of this type of error should be done by the Tehsildar through the “Village Map Correction” module on the Bhulekh portal.

Differentiation of Khasra inclulded

Records of settlement of all involved Khasras should be rectified on the basis of current Khasra map and possession.

During the grand campaign, these works should be reviewed daily at the district level, wide publicity of the campaign should be done and progress should be shared through social media.
